The EPA one-hour health standard for Sulfur Dioxide (SO2) is 75 parts per billion (ppb).  Already, the sulfur levels in Chalmette have surpassed this level, with an early morning reading of SO2 at Chalmette Vista neighbor's BlueBird Park.  SO2 measured 121 ppb SO2; reading available at this link, right hand column menu, click ON AIR icon, select site data, select Ch_Vista.

These readings are from the three air monitors in the community.    The Meraux air monitor is at Joe Davies elementary school; the Ch_Vista monitor is at BlueBird Park.  The Ventura Drive monitor is in Floral Estates.   The Ventura Drive monitor readings are available after a 24-hour quality check.


. For Hydrogen Sulfide, EPA infers a recommended daily exposure to H2S without risk to be 1.4 ppb H2S. The World Health Organization advises ambient concentration levels of hydrogen sulfide should not exceed 5 ppb  H2Swith a 30 minute averaging time. Times shown below are hourly.

Mid May Air Quality Report

Mid May Air Quality Report from the the three air monitors in St. Bernard Parish.
LDEQ's Ch_Vista monitor is located in Bluebird Park, LDEQ's Meraux monitor is located at Joe Davies Elementary school and Valero's Ventura Drive monitor is located in Floral Estates.

LDEQ has stated sulfur dioxide levels at at 12 ppb causes headaches and other adverse quality of life; we've already had 9 days in May with SO2 levels at or above 12 ppb, and one day over the EPA one-hour health standard of  75 ppb SO2.  That reading was 120 ppb SO2 at the Ventura monitor.

Valero's missed opportunity

Murphy Oil's Meraux refinery was found guilty of 21 violations of the Clean Air Act in Federal Court in a citizen's enforcement action filed by the neighborhood association "Concerned Citizens Around Murphy." Before going to trial on another 100 plus alleged violations, a settlement was reached. The EPA Consent Decree with Murphy Oil, now owned by Valero Refining, requires a Flare Gas Recovery System, pollution reductions, emissions monitoring, and public forums with the people of St. Bernard Parish.

"Concerned Citizens" is a neighborhood association, whose members are dedicated to the renewal of the community's environment, and to advocacy for all residents by encouraging citizen participation to effect the ever-changing decisions that empact their neighbors and neighborhoods.. 

“Concerned Citizens” do not convene at Valero’s Public Meetings, are not required to attend, and have requested several times Valero stop use of the association’s name or similar names.

Unfortunately, Valero continues to advertise the public meetings as "Meraux Refinery Monthly
Meeting with Concerned Citizens Around Murphy" or, "Meraux Refinery Monthly Meeting with Concerned Citizens Around Meraux" . This is misleading and misses an important opportunity.

As Valero considers planning its own hydrogen plant, expansion of the hydrocracker, and relocation of its Administration Building, now is the time for Valero to be a good neighbor, appropriately notice the Public Meetings, and engage the community in discussions about the offsite effects of its plant.

it rained yesterday

Afternoon squall and power glitch causes flaring at both refineries in St. Bernard Parish.

ExxonMobil's Chalmette Refinery reported a release of  hydrogen sulfide and sulfur dioxide and reported the Incident Cause as a NATURAL PHENOMENON.  It is unclear what triggered the flaring event.  The nearby Louisiana DEQ Ch_Vista site  air monitor one hour readings, listed below, recorded Hydrogen Sulfide levels in the adjacent neighborhood at 6 ppb H2S and 3 ppb H2S at 2pm and 3pm (adjust time for daylight savings time).

Valero's Meraux refinery reported startup mode with no material impact on production .  The offsite effects were recorded at the nearby Ventura Drive monitor with one-hour readings for Sulfur Dioxide at 48 ppb and 120 ppb SO2  at 2pm and 3pm.  This level of sulfur dioxide exceeded the EPA one-hour health standard of 75 ppb.  Alarms continued to sound at the plant through the early evening, however, there were no community advisories.
