Murphy Oil Refinery purchased several of the LLT Properties in the neighborhood under the covenant restrictions of the Lot Next Door Program

Murphy Oil has purchased several Louisiana Land Trust properties through the St. Bernard Parish Housing, Redevelopment and Quality of Life Commission's "Lot Next Door Program". Among the deed restrictions, it is interesting to note the residential properties in this revitalized neighborhood are listed as being within HUD specified "noise sensitive distances and contours", within the Murphy Oil spill area, located near handlers of toxic substances and radioactive materials, in prime farmlands, and near chemical accident prevention sites. This is interesting, because as the refinery's expansions over the years created this situation, the refinery and Louisiana DEQ maintained there were no offsite empacts.

These LLT Lots in the neighborhood were puchased under the covenant restrictions of the Lot Next Door Program. This covenant shall run with the property in perpetuity. The buyer may not sell, grant, transfer or assign the property without a simultaneous conveyance to the same transferee of the original property. No Structure..either temporarily or permanently, shall be permitted to be used, placed or constructioned on the ...LLT property. Not all the LLT properties purchased by the oil company were noted as within the Murph Oil Spill Area in St. Bernard Parish. (2712 Jacob Drive).

These 26 properties listed in Zone 7 and Zone 8 are located in the Murphy Oil spill area that was inundated by crude oil in the aftermath of Hurricane Katrina.


 

Some of the homeowners sold to the Road Home Program and thus became LLT properties.  Now LLT offers 26 of these properties in two separate builder's bundles, Zone 7 and Zone 8. The bundles are available for purchase at fair market value. LLT is soliciting proposals from builders who will agree to construct new homes on the lots.  When properties are transferred the documents should continue to note the Murphy Oil Spill area.
