April 3rd Rain Event emergency flaring at Valero  after lightning strike

May 2 2012 power outage.  SO2 emissions from SRU 500 ppm, 1,850 pounds SO2 emssions from flares, H2S level in fuel drum 300 ppm.

May 8 2012 635 pounds SO2 from flares.

April 2 2012 hydrocracker shutdown startup   4,500 pounds SO2 emissions at flare.

April 10 2012 refinery outage from power interruption  4,000 plus SO2 emissions at flare and over 1,000 pounds SO2 at sulfur recovery units.

April 13 - April 14 noise associated with flaring 

March 13th Tank 80-4 had a floor leak. Leak onto concrete, tank is being emptied for repairs.

Feb 9 2012 Sour Gas Flaring  
Feb 9 flare emitted sulfur dioxide (SO2) at a rate of 145 pounds per hour, nearly one and one half times the 97.7 pounds per hour permitted rate for SO2 at the flare. Estimated emissions in excess of permited levels:  1250 pounds So2, 12 pounds hydrogen sulfide (H2S).
Feb 7 2012 Hydrocracker Incident 
Feb 7 flare emitted sulfur dioxide (SO2) at a rate which didnot exceed 1,000 pounds per hour; the permitted rate is 97.7 pounds per hour. Estmiate emsision in excess of permitted levels: 3,000 pounds SO2 and 30 pounds of hydrogen sulfide (H2).
Feb 2012 Report
Includes Hydrocraker Incident and Sour Gas Flaring event.  Air permit levels were also exceeded on Feb 24 for the flare's 97.7 #/hr rate for SO2, resulting in emissions of > 500 pounds of SO2 in a 24 hour period, and on Feb 26 for the hydrogen sulfide flow from the fuel gas drum, with H2S>162 ppm three hourly rate average, for three hours.



January 12 2012 Hydrocracker shutdown    
HCU shutdown vented Rich Gas to flare, resulting in estimated emissions of 1,450 pounds of SO2 and 14 pounds of hydrogen sulfide. Air permit limits were also exceeded on Jan 12 2012 for hydrogen sulfide at the Area 6 hearters fuel drum, H2S > 162 ppm, 3-HRA for 3 hours and for particulate matter, carbon monoxide, NOx and VOC's #/hour for 15 hours.

Breathing Problems and Nose Bleeds From Murphy emissions

Rain CII Carbon investigation by DEQ Dec 15 2011

Dec 15 2011 Fire Chief Stone observed a purple cloud coming from Rain CII Carbon and filed complaint regarding a chemical/acid odor.  DEQ did not detect anything.  Yet, the DEQ Ch_Vista Monitor shows steady increase of sulfur dioxide in late hours of December 15 and into early morning of Dec 16th with a peak SO2 hourly reading of 122 ppb, which is well over the EPA one-hour health standard of 75 ppb for SO2........

DEQ returned to site within a couple of days and found no odor.  The refinery reported a number of pollutants in excess of the air permit levels, including pollutants from the No. 2 FCC stack due to an issue with the west flue gas slide valve, SO2, CO, NOx, PM10, Benzene, Toulene, and Formaldahyde at the North and South flare and VOCs and PM10 at teh Cooling Tower.  See EDMS document 825329
